A typical justification for selecting this option is that where there are no products in the market that address the business requirements and/or objectives of the client. Another valid driver to build is when products do exist, but the gap between their feature set and client requirements is large. In some cases there are many products, but with inadequate support for the Arabic language. There are other situations where the client is very particular about the behavior or the look and feel of the solution, in which case custom-built software allows the flexibility to cater for these preferences. For large organizations, per-user license costs could prohibit using ready-built software to the extent that building a solution from scratch is more cost effective.
